Our mission is to make Livermore a safe and enjoyable place to ride bicycles. Bicyclists and motorists must realize they all have the same rights and responsibilities on the road. We will continue our efforts to better educate the community on safe bicycling practices and on promoting cycling for transportation, fitness and fun.

How Parents Can Help their Children Be Safe and Responsible on a Bicycle
Please take notice that starting January 1st of 2003 all children under 18 years of age must wear a properly fitted bicycle helmet while riding on skateboards, non- motorized scooters, in-line and roller skates.
Skateboard related injuries are responsible for approximately 50,000 emergency room visits and 1500 hospitalizations in a given year. Scooter injuries are responsible for 9,400 emergency room visits. 90% of these patients were under 15 years old. According to the American Academy of Pediatrics, wearing proper protective gear can prevent or lessen the severity of many of these injuries. In 2001, skateboarding accidents resulted in the death of six individuals.
Children observed not wearing a helmet could be cited with a court fine of $75.00.
The California Vehicle Code Section 21212 (a) is amended to read:
A person under 18 years of age shall not operate a bicycle, a non-motorized scooter, or a skateboard, nor shall they wear in-line or roller skates, nor ride upon a bicycle, non-motorized scooter, or a skateboard as a passenger, upon a street, bikeway, as defined in section 890.4 of the streets and Highways Code, or any other public bicycle path or trail unless that person is wearing a properly fitted and fastened bicycle helmet that meets the standards of either the American Society for Testing and Materials or the United States Consumer Product Safety Commission subsequently established by those entities.
